Breakthrough IV:
The First Chinese Fellow in GEM Made Her Outstanding Contributions

UNESCO GEMR
searched for top talents all over the world,
and entrusted top them to carry out research and consultation.
In 2020,
the project recruited research consultants around the world,
candidates are required to have both excellent research skills
and influential reform capacity.

After the selection,
Professor Zhang Wei in ICI stood out among more than a hundred of
outstanding scholars from all over the world,
and was appointed as “GEM Fellow (2020-2021)”, UNESCO.
Professor Zhang was supposed to focus on the research and consultation of global shadow education (private tutoring) governance.
She is also the first Chinese research consultant
hired by the project since its inception,
and has also been invited to become an expert member of
the UNESCO GEMR International Advisory Board.

The consultation report written by Professor Zhang Wei
was recently published by UNESCO.
The report is the first systematic study of
global private tutoring governance.

The report was adopted in full text by the latest
Global Education Monitoring Report 2021/2022
released by UNESCO.

Her contribution
was highly appraised by
the Assistant Director-General for Education, UNESCO.
